Machakos Strengthens Early Learning Governance Through NECEC Sensitization Forum

The County Government of Machakos has reaffirmed its commitment to delivering quality Early Childhood Development and Education (ECDE) following a high-level sensitization session for Members of the National Early Childhood Education Committee (NECEC).

The session was led by the CECM for Education, Youth, ECDE, Vocational and Skills Training, Dr. Consolata Mutisya, who underscored the critical role of strong leadership, accountability, and coordinated action in advancing quality early learning across the county. She emphasized that effective governance structures are key to ensuring ECDE centres operate efficiently while upholding the highest standards of child welfare and learning outcomes.

Deliberations focused on strengthening ECDE management systems, enhancing collaboration among stakeholders, safeguarding children’s rights and welfare, and promoting inclusive education frameworks to ensure learners with special needs receive timely assessment, care, and support. Participants also explored strategies to improve quality assurance mechanisms and streamline oversight structures to guarantee consistent standards across all ECDE centres.

Among those in attendance were Chief Officer for ECDE Bernice Kioko, ECDE Director Jonathan Makau, and representatives from Kenya National Examinations Council and Kenya Early Childhood Education Private Institutions Association, alongside stakeholders from Special Needs Education (SNE) and the Directorate of Quality Assurance and Standards.

The engagement reaffirmed Machakos County’s resolve to strengthen governance frameworks, elevate education standards, and ensure every child receives a solid foundation for lifelong learning. Through collaborative leadership and sustained reforms, the county continues to position early childhood education as a cornerstone of its broader socio-economic transformation agenda.
